December 1864 shewed a balance
of $298,000-available Surplus. In the enclosed Return that surplus

will be only $55,000. the extirnated Expenditure being $913,000 and the Estimated receipts only $784,000.

Thus a large emplus of
$475,000 shewn as
existing on the 12th January 1863, will have been nearly spent at the close of 1866 in four years- yet during only.
